Chantell Graves is a healthcare leader with a distinguished career in addiction treatment, healthcare privacy, and IT implementation. With expertise in Opioid Treatment Program (OTP) development, Chantell has expanded access to substance use treatment across Oregon, prioritizing culturally specific care. In 2021, she led the licensure of Oregon’s first Tribally Operated OTP, addressing disparities affecting American Indian and Alaska Native populations. The following year, she contributed to the nation’s first Tribal-operated mobile Narcotic Treatment Program, delivering medication and behavioral health services to underserved communities through an innovative van-based model.

Chantell is an expert in healthcare privacy and compliance, particularly 42 CFR Part 2 regulations. She has guided organizations through policy updates, ensuring alignment with federal and tribal requirements while protecting sensitive health information. Her ability to balance compliance with operational efficiency makes her a trusted advisor in the healthcare field.

Her skills extend into IT implementation, where she bridges the gap between operational leadership and technical teams. Chantell has successfully led Electronic Medical Record (EMR) rollouts, optimized IT systems, and streamlined data integration to improve clinical and compliance outcomes. Her ability to align technology with organizational needs has been a key driver of her success.

Chantell’s career spans roles in primary care, behavioral health, and addiction treatment services. She holds a Master’s in Jurisprudence in Health Law and Compliance Studies from Loyola University Chicago School of Law, equipping her to navigate complex regulatory landscapes. Her work has been featured in academic publications, including the Annals of Medicine, where she co-authored research on mobile medication programs for Tribal communities.

In recognition of her contributions, Chantell was nominated for the Nyswander/Dole “Marie” Award by the Oregon Opioid Authority, honoring her work to improve addiction treatment for American Indian and Alaska Native populations.
